This report focuses on rural development policies in the Western Balkans and Turkey. It provides an analysis of the use of the LEADER approach toward rural development and contends that effective rural development requires the involvement of both governments and rural stakeholders, who must be empowered to lead initiatives to benefit their local communities. The report provides an analysis of the current policies of the seven countries in question and summarizes the traveling workshops that were held in each country as well as lessons learned.
